The Campaign for Compulsory Education in Manitoba

Toutes sortes d’interprétations couvrant l’ensemble des positions idéologiques ont été proposées pour expliquer pourquoi les gouvernements ont choisi d’introduire des mesures obligatoires en matière d’éducation à la fin du dix-neuvième et au début du vingtième siècle. Cet article examine l’évolution de cette question au Manitoba où, pendant vingt-six ans, elle a suscité de nombreux débats et fait l’objet de discussions approfondies de la part du grand public. Dans aucune autre juridiction canadienne avait-on assisté jusqu’alors à un débat d’une telle intensité. Cependant, les perspectives sociales qui façonnaient les idées des Manitobains reflétaient également celles que partageaient les autres provinces canadiennes entre 1890 et 1916. D’ailleurs, elles ont peut-être encore leur raison d’être, en ces années où la scolarité obligatoire reçoit si peu d’attention.
