Abstract

Twenty-two elementary schools in a large suburban school board participated in a study to determine whether In-School Teams facilitate the implementation of a preventive model of special education service delivery. Resource teachers acted as internal consultants in a prereferral intervention system where assessments were based on an ecological observation system. The teams referred fewer than half of the children discussed to psychologists or other consultants, and very few children to special classes.
