National Pressure Groups and Provincial Curriculum Policy: Temperance in Nova Scotia Schools 1880-1930

This article explores the support for, the introduction of, and the content in temperance courses in the schools of Nova Scotia between 1880 and 1930. By examining temperance organizations, in particular, the Sons of Temperance and the Woman's Christian Temperance Union, it assesses outside influence. By looking at comments from teachers, inspectors, and superintendents it appraises the sentiment of professional educators. The textbooks, examination questions, and curriculum guides explain the actual program. This article is a case study of the factors in Nova Scotia society which precipitated a curriculum change. It suggests that the role of national organizations must be considered in determining how curriculum policy was set in a country lacking a national system of education or even a national office.
