The Stances of Provincial Ministries of Education towards Values/Moral Education in Public Schools

Cette recherche a eu pour but de découvrir dans quelle mesure il existe une politique officielle relative à l’éducation morale et des valeurs dans l’organisation du système scolaire canadien, d’évaluer la mesure dans laquelle une telle politique se reflète dans la pratique, enfin d’examiner les problèmes de mise en œuvre.
Cette étude révèle une image généralement décevante des politiques et des mises en pratique. L’examen des programmes-cadres, des matériaux de ressource à l’usage des élèves, des critères de sélection des manuels, du soutien des projets-pilotes, de l’avancement pédagogique dans ce domaine et de la tentative de mesurer la mise en œuvre de ces politiques, tout conduit à prouver qu’on s’engage peu ou pas à traduire en pratique ces « politiques sur papier ». On considère plusieurs raisons possibles pour expliquer cet échec : notions confuses de la matière concernée, ignorance des théories et parutions récentes, crainte des controverses religieuses et politiques et apathie ou désaccord du public quant au rôle des écoles dans l’éducation morale et des valeurs.
